Carriers like AT&T offer plans that you set up like a contract plan (ie you select your plan, and they bill you monthly), but you are not bound by any contractual terms (you can stop service any month without penalty).

Another drawback in the past was that you might be operating on a lesser network, with less coverage. There are many services now that are so close in coverage, this is not the issue it used to be.
